Beach Front Garden, Cowries Estate, Ikoyi Adams Estate - List of 176 estates declared illegal in Lagos

The Lagos State Government ruled 176 estates illegal after failing to get mandatory layout approvals from the Ministry of Physical Planning and Urban Development.

The estates are primarily concentrated in the Eti-Osa, Ajah, Ibeju-Lekki, and Epe neighbourhoods.

The state has also given the relevant parties a 21-day deadline to execute their layout approvals.
Oluwole Sotire, the Permanent Secretary of the Office of Physical Planning, announced this on Monday.

According to Sotire, the permanent secretary of the Office of Physical Planning, the estates are illegal since they failed to get layout approvals from the Ministry of Physical Planning and Urban Development.

He claimed that the estates undermined the Lagos state government's sustainable development objective.

The owners of the estates have been given a window to submit the relevant documentation to his office for processing, according to Sotire.

He stated that this exercise is a routine duty of the ministry, and that it is consistent with its responsibility to control the development of public and private estates in Lagos.

What is Layout Approval?

Layout approval, sometimes known as a building or planning permit, is an official permission provided by the Lagos State Physical Planning Permit Authority (LASPPPA) that certifies that a construction project adheres to the state's planning, zoning, and safety rules.

Without this approval, any construction is deemed unauthorised or illegal.

According to LASPPPA, layout approvals are processed in around 28 days after the appropriate documents are filed and payment is received.

The document needed for layout approval includes:

Architectural, Structural, Electrical, and Mechanical Drawings (if applicable)

A perimeter survey plan

Geo-referenced layout plan prepared by a registered town planner

Contour maps (at 3-meter intervals)

3D topography and spot height maps

Aerial drone footage of the site

Physical planning technical report

Subsoil investigation report

Engineering details

Application letter to the Commissioner
